A two phase game of Eight Off Solitaire.

PHASE 1: Build the traditional Eight Off starting ramp one card at-a-time.
You must complete one row before starting another.
PHASE 2: Play Eight Off in the traditional manner.

The first phase (building the tableau) adds a new strategic aspect to the famous and popular classic rules.
